by dzhokhar tsarnaev and his brother at the boston marathon were weapons of mass destruction that caused death. today the city and the nation also took an important step in the healing process. from the streets of boston, to the capitol in washington, people observed a moment of silence at 2:50 p.m. eastern, exactly one week after two bombs killed three and injured more than 180 others near the finish line of the boston marathon. [ bagpipes ] >> reporter: later, the fbi handed control of boylston street back to the city of boston. from his hospital bed, the 19- year-old suspect, dzhokhar tsarnaev, made his first appearance in front of a magistrate judge. tsarnaev is now charged with conspiring to use a weapon of mass destruction. in addition to the surveillance video the fbi shared with the public, a special agent testified the younger brother, dzhokhar, can be seen apparently slipping his knapsack onto the ground shortly before the explosion. but the white house announced tsarnaev won't be tried in a military tribunal as an enemy combatant. >> we will prosecute this suspect under u.s. law. u

, the one they are still trying to find now, dzhokhar tsarnaev was born in kyrgyzstan. his family lives in russia and we're told his father was a public official there at one time. the reason we're told for this extraordinary security in the area of watertown is, of course, because they still don't know where the other of the two brothers, the second bomber is located. they think they know where he is. they believe that's the place they have surrounded and where you just saw kerry sanders reporting but there's a further concern that these two brothers may have had af coccomplices an authorities found another bomb in boston. a device in the charles gate area. they rendered it safe but they are concerned there maybe accomplices. they can't be certain of it. but there's a concern there maybe accomplices at large. you put all of those factors together, and we're told that's the reason for the extraordinary security. there's been a report that one accomplice tried to escape on a train to connecticut. that the train was stopped. we believe now that this is not the case. savannah? >> pete will
a description of a still unreleased fbi video. according to those familiar with what it shows, dzhokhar tsarnaev can be seen removing his backpack at the spot where the second bomb was placed, and acting very differently from those around him when e first bomb blew up. >> this suspect took the backpack off, put it down, did not react when the first explosion went off, and then moved away from the backpack in time for the second explosion. >> federal officials say in the hours after the fbi released photos of the bombing suspects thursday night, investigators had not yet matched any names to their pictures and, in fact, did not even have the tsarnaev brothers in any terrorist data base. only after the older brother was killed in the late night shootout in watertown were agents able to check his fingerprints and put actual names to their case. fbi agents are seeking to interview all the family members and friends of the two brothers, including the wife of the older one, tamerlan. her lawyer says he is talking to federal authorities about how to proceed. matt? >> pete williams, thank you very much.
